Miss Douglas, representing county staff concerns, told the court she had emailed commissioners requesting Juneteenth as a holiday and emphasized the operational impact "because there's no mail service that day. The banks are closed that day," and said staff in treasurer and payroll offices often rely on those services. Commissioners discussed which holiday to remove to keep the total holidays within a historically consistent range; one member suggested trading New Year’s Eve to avoid an excessive clustered break at year‑end. A motion to make the swap passed on a 4–1 vote.
The court also considered wider strategic issues around the number of holidays (some commissioners suggested 14–15 days to help recruitment and retention; others urged fiscal restraint), and asked staff to evaluate operational impacts, including effects on court dockets and departments that perform year‑end tasks. The decision to substitute Juneteenth will be applied to the 2025 calendar adopted by the court.
