Board members and the public focused early questions on site constraints and permitting. Libbey said the site includes wetlands and Pickering Brook on the southern boundary, and that roughly four acres of upland are only reachable by crossing wetlands. She told the board the proposal anticipates about one acre of direct wetland impact and will require NHDOT driveway permits, NHDES wetland permits and U.S. Army Corps of Engineers coordination, plus further work to confirm water and sewer connection options.
