Committee approves rezoning for Emerald parcel to allow second residential lot

The Community Development Committee unanimously approved an ordinance amendment to rezone 6.14 acres in the Town of Emerald from R‑1 to R‑2, a change the applicant said will allow the property to be subdivided into two lots: one for the existing house and one for a new dwelling.
County staff told the committee the parcel is about 11 miles east of New Richmond, lies outside shoreland and floodplain areas, and that the Town of Emerald recommended approval at its May 13 meeting. Applicant Ken Rachner told the committee he and adjacent landowners have agreed to a shared driveway and that the family plans to convey the lot containing the existing buildings to his daughter. “We have a paper drawn up with their signatures ... it will be clarified and documented at the county,” Rachner said. The committee voted to approve the rezoning; the matter will proceed through the certified survey map (CSM) and town access-permit review processes.
