Commission approves Blueberry Hill road work, combines state grants and ARPA funds

The commission approved acceptance of a Transportation Project Fund award for Phase 2 of Blueberry Hill Road and later awarded the full construction contract (TCC2424‑61) to GM Emulsion LLC to complete the long-running improvement. Public works staff explained the award is one piece of a multi-source funding approach that will also leverage NMDOT ARPA dollars and county ARPA funds to finish the full alignment to State Road 240.
Public works representative Silva clarified that Phase 2 does not yet extend to the bottom of Blueberry Hill and that Phase 3 will complete the tie-in to State Road 240. Commissioners raised winter-safety concerns at the State Road 240 intersection and asked staff to coordinate with NMDOT on design features such as curves or turning lanes to reduce speeds and improve safety. The contract and the accompanying funding motions were approved on roll call.
The procurement was recorded under contract TCC2424-61 with the design and funding strategy described on the record; commissioners asked staff to pursue coordination with NMDOT on the tie-in and any additional safety measures before construction that affect the state highway.
