Engineer Tyler Billingsley told the board he had opened bids, checked references and talked with bidders to ensure they understood the job; he recommended the low bidder, J.P. Sicard. The motion to award the contract was made on the basis of past performance and competitive bidding, according to the meeting record. The board handled four road and culvert contract awards at the session and adjourned at 5:40 p.m.
