The Town of Manchester Planning Commission on June 29 reviewed a draft framework for a town plan put forward by Michael Allen of Regrowth Planning and agreed to present a high-level version at a public information meeting on July 13 at the library.
"I plan to have a more fleshed out version of the framework which will be provided to the public for comment prior to the actual forming of the town plan," Allen said, summarizing his timetable and approach. Commissioners debated whether the draft should include specific funding mechanisms and cost estimates now, and reached consensus to keep the July 13 presentation focused on goals, policies and actions rather than detailed budgets.
Commissioners asked staff to include placeholder language indicating that funding beyond property taxes will be considered, while acknowledging that detailed research on specific funding sources and cost estimates will follow public input. Allen said he aims to post a working document at least one week before the public meeting so residents can comment online or at the meeting.
The discussion also identified potential components for the plan, including housing and energy strategies and data collection measures to better understand local housing stock.
