Floyd County commissioners approve $953,339 Redwire build-out change order amid public concern

The Floyd County Board of Commissioners on Sept. 2 approved a $953,339 change order for the Redwire build-out after a short presentation and public comment.
Chief Operations Officer Nick Creevy said the Board of Trustees (BOT) contract covered the full building shell and Redwire's interior build-out but did not include an IUS space of 5,000 square feet that had not been designed when the BOT was issued. "The change order is for $953,339.00," Creevy said, adding that work has begun and that stopping now could affect long-term plans for Novaparke. Public commenter Dale Mann of Georgetown said "the change order sounds crooked to him" and urged scrutiny of the additional cost. Councilman Dale Bagshaw later said the wording was confusing and called it a brand-new project rather than a change order.
President Al Knable warned that halting construction could lead to lost tenants or litigation, while Vice President Jason Sharp said delaying would leave the county "in a much worse place than doing it." Commissioner Frank Loop moved to approve the change order; the motion was seconded by Jason Sharp and passed unanimously.
The board did not provide a breakdown of the change order line items during the meeting. Creevy said the county had previously approved design contracts with Towers Pinkster in 2024 to design the IUS space. The board did not take additional public comment on funding sources or whether other reserves could be used; President Al Knable suggested asking the RDC if funds might be available.
