As part of the Century Code amendments, staff described a simplified permit pathway intended for smaller infill or commercial projects that would reduce the administrative burden of a full tree-preservation plan. Scott Noel said the city relaxed the number of high-value species that can qualify for the simplified permit from 5 to 10.
Noel emphasized that substantive mitigation standards would remain unchanged: the 30% mitigation, 12-inch DBH baseline and other replacement requirements still apply even under the simplified process, meaning the streamlined pathway addresses procedural complexity rather than mitigation levels. Commissioners asked whether replacement and maintenance standards would remain; staff confirmed the substantive standards would not be altered.
