Richard Sanchez reported that a change order exceeding $7 million has enabled several crews to work on the courthouse; he described foundation and retaining-wall pours, elevator openings and temporary roofing to keep the structure dry during work. Sanchez said weather has delayed some pours and described the need for an additional price to remove damaged plaster in a kitchen area for safety reasons. He also described vandalism and glass damage at a detox center and the need to complete additional scope items before occupancy in some community facilities.
Commissioners raised questions about contractor meetings, the fire-suppression system, and drawdown timing for federal grants. Staff cautioned that final occupancy can be delayed by fire-marshal inspection backlogs and by weather-dependent site work even if construction completes on schedule.
