Applicant proposes mobile-home replacement above base flood elevation; board closes hearing

The Ludlow DRB heard testimony and technical conditions for a full replacement of an existing mobile home at 96 Buttermilk Falls Road (FHR-26-001; CU-26-001) and then closed the public hearing on May 11. Staff member Erin Ladd said required public notices were posted; agent Brendan McNamara told the board the proposed unit would have its first floor 2.5 feet above the base flood elevation, a buried and anchored propane tank, breakaway walls, and other flood-resistant features.
Chair George Tucker, Jr. read an email from the Flood Plain Manager: "There is one design-related concern to highlight regarding the river corridor performance standards, the replacement structure cannot be located closer to the river than the existing structure (i.e., the new structure footprint must maintain the location of the existing mobile home wall that is closest to the river)." McNamara said the new structure will sit in the same footprint and will meet the listed conditions. The board voted to close the hearing on a motion by Julie Nicoll, seconded by Doug Sheehan; the motion passed unanimously. No final permit decision was recorded in the transcript at the May meeting.
