Sean Hick, president of the Dallas County Fair Board, told the supervisors the fairgrounds have used a gravel access road for years to reach the pit area and that a survey could clarify whether the road is county property or belongs to the fairgrounds. The board discussed options including a full survey and, if appropriate, drafting an easement; any future disposal would require appraisal, legal counsel, public notice, and adherence to Iowa Code procedures.
The board reached consensus to proceed with a survey to establish accurate boundaries so that staff and legal counsel can evaluate whether an easement or a different disposition is appropriate. No disposal or sale was authorized at this meeting.
