Pawnee County seeks federal BUILD funds to pave 90th Avenue; county to commit matching funds

Pawnee County presented a federal BUILD grant application proposal to pave one mile of 90th Avenue (E Road to D Road) and a half mile from D Road east. Hometown Grants representatives outlined required matching commitments and next steps; Vanessa Gallego said the county would need to provide a $60,000 commitment letter and that Stafford County would cover a $1,000 application fee for their portion. Officials also discussed using previously awarded KDOT funds for the project.
Christy Crews told commissioners, “I will need the Commissioners to approve the grant application before submission.” Kirkham Michael presented a preliminary NEPA desktop review; Josh Beckman reviewed technical aspects. Commissioners voted 3-0 to approve an Agreement for Engineering Services with Kirkham Michael for the preliminary engineering work and later approved a letter of support and a county commitment of funds letter to USDOT as presented. Commissioner Rein scheduled a formal review on Feb. 23, when staff will bring final application documents for signature if ready.
If funded, Christy outlined the process for award and next steps; Vanessa confirmed she had discussed a rollover of an existing $2,000,000 KDOT award that might be applied to this project. The board approved the engineering agreement and authorized staff to provide the required commitment documentation to support the BUILD application.
