Design Advisory Board approves 60-foot Riverwalk mural to be painted on private property

The Town of Manchester Design Advisory Board approved a proposal to paint a 60-foot by 8-foot mural on the Riverwalk bridge spanning the Battenkill River during its May 6 meeting. The vote to approve the mural was 4-1, with boardmember Ray Nevin recorded as the lone dissent.
Artists Bill Shrecker and Harrison Buxton told the board they responded to an RFP and were selected by the Manchester Riverwalk Association to carry out the work. The artists said the mural will be located on the factory-point side of the bridge on property owned by Bill Drunsic. Boardmember Chris Conte moved to approve the mural and Mary Shoener seconded the motion; the motion passed 4-1.
Zoning Administrator Peter Brabazon said he believes the mural will not require a permit because it is public art rather than an advertisement and said he would like the board's opinion before he drafts an administrative opinion. The artists said funding has been set aside for maintenance and repairs and that the project should be completed by June 25. Drunsic said a portion of the mural will include a 16-inch roof with downward-facing lighting to help protect the work from the elements.
No further permit conditions or required approvals were recorded in the minutes; Brabazon indicated he would draft an administrative opinion regarding permit requirements. The board also recorded the mural's application as covering Tax Map parcels 32-52-22.00 and 32-52-25.00.
