Green Mountain Veterinary Hospital proposes addition, sewer extension potential and revised lighting

Chris Ponessi and Dr. Robert Treat presented a site plan for an addition to Green Mountain Veterinary Hospital, explaining that the access drive has been relocated and the previously proposed removal of an older building will not occur. Ponessi said utilities will be placed underground, a new bioretention feature and a dry well will manage stormwater, and sewer main updates would run in the Town right‑of‑way with a manhole short of Treat Hill Road to allow for potential future sewer extension. “The site is up away from Route 30 and protected by mature trees. The visual impact of the project will be minimal,” Ponessi said.

Architect William Wenchell described the addition as consolidating modern services and operating rooms into the new building while separating the old structure with a firewall; the new addition will comply with ADA standards and include a sprinkler system. The Design Advisory Board recommended reducing the proposed 25‑foot pole height to 16 feet and changing fixture color from 4000K to 3000K; the applicant agreed to submit a revised lighting plan. The board noted that a Storm Water Permit remains pending and will be a condition of any local approval.

Board discussion covered potential easements and technical requirements for sewer expansion (10‑foot separation between potable water and wastewater lines or use of sleeves), additional parking spaces added to the rear, and the town’s ability to extend sewer lines beyond the Treat property at a future date.
