Selectboard approves third-party agreement for County Courthouse with nonprofit partner

The Manchester Selectboard on April 21 approved a third-party agreement among the Town, the Village, and Northshire Community Courthouse, Inc. that authorizes use of the Town’s County Courthouse while Phase 1 restoration work proceeds.
Town Manager Scott Murphy outlined minor edits to the draft agreement. Steve Nichols asked what signing the agreement means for Town responsibility versus the community nonprofit’s independence; Ivan Beattie described the agreement as “a stepping stone to reach a long term lease with the Community Courthouse Committee after Phase 1 work has been completed.” David Nunn asked whether the Town will retain oversight of restoration work and the bell and belfry; Murphy said the Vermont Division for Historic Preservation must approve all grant-funded work.
Cynthia Kilburn moved to approve the third-party agreement and Jonathan West seconded; the motion carried 4-0. The agreement formalizes interim roles while restoration planning continues and precedes any longer-term lease decisions.
