Selectboard awards MERP-funded weatherization contract to Farnum Insulators

On April 21, 2026 the Manchester Selectboard voted 4-0 to award a contract for energy-resilience work at the Town Offices to Farnum Insulators of East Dummerston. Town Manager Scott Murphy and staff recommended Farnum after reviewing three bids; the Energy Committee also recommended that contractor.
Selectboard Chair Jonathan West confirmed the work will be paid from the MERP grant, which he stated at the meeting as $449,910, and said “no taxpayer funds will be used.” West added that “if there are funds left over the Town may consider solar panels.” West moved to award the contract; Laurie Kunz seconded, and the motion carried 4-0 (Ivan Beattie joined the meeting for the vote).
Murphy told the board staff vetted bidders based on scope familiarity and contractor experience. The motion authorizes the Town to proceed with the awarded contractor and use MERP funds for the weatherization and insulation work; the board did not authorize use of general-tax funds for the project.
Next steps: staff will finalize the contract with Farnum Insulators and proceed with the work using the MERP grant allocation. The board did not place additional conditions on the award at the meeting.
