The board approved an engagement letter with Barnes & Thornburg related to 2025 capital project financing (the GO Bond), approved ordinance FCO 2025-22 to align training on the Uniform Internal Control Standards with state requirements, and approved FCO 2025-23 designating load limits on Bridge 51 (including a request from County Engineer Horacio Urieta to add a prohibition on triaxials) to preserve the bridge until a new structure is completed in the next 18–24 months.
Fox also briefed the board on an 18-month negotiation over the Animal Shelter property (county and City each own 50% of the building), reported the county obtained appraisals and offered approximately $270,000, and asked for authorization to file a declaratory action to resolve ownership; the board authorized the legal action. The board voted to join the Purdue Pharma opioid settlement (allocation flows to counties through the state), accepted a Fidlar Technologies LifeCycle contract for the Recorder’s Office, and rejected the current bids for the Chase Building remodeling to re-bid the project. All recorded motions in the minutes passed unanimously.
"The county does not have the luxury of time, they need to get resolution of the ownership of the property," the minutes record, reflecting Attorney Fox's rationale for seeking declaratory relief. The minutes list the approximate appraisal offer of $270,000 for the property and state Indiana is participating in the Purdue Pharma settlement that will filter payments down to counties; the board authorized signatures outside the meeting where appropriate.
