Public Works Division Director Cliff Norville explained Liberty maintains a permitted Shelby County transfer station to consolidate loads and then ships shredded tires to its processing facility in Saltillo, Mississippi; he told commissioners that "they have no reason to landfill."
Purchasing staff explained that the solicitation included two required pricing elements — collection/recycling and, separately, shredding to handle large illegal tire dumps — and that the previous vendor did not respond to the shredding section of the solicitation, leaving its bid incomplete under the posted requirements. After questions about goals for locally owned small business participation and the bid scoring, the motion passed on recorded vote.
