Applicants Timothy and Jessica Rhys described a proposal to subdivide 106 Palmer Place into two lots. Frank Parent of Long Trail Engineering told the board the intent is to create a smaller lot for resale; staff noted the application lacked required information and called the lot a "referral lot" on the survey materials.
Board Chair Tim Waker and staff discussed compliance issues: the existing way is privately owned and does not meet town specifications, and the ordinance requires that any vehicular way providing access to three or more lots be a named street. Because the proposed subdivision would create a fourth lot, the board said the way would need to be named and brought into conformance with section 11.6.1 of the Manchester Land Use and Development Ordinance, or the applicant should consider applying for a waiver. The board recommended the applicants consult the zoning administrator before the next meeting.
