Deanna Bash told the board her parcel is 1.1 acres in the Rural Residential zoning district and that a proposed one-bedroom addition must be placed on the gable end opposite the garage because a well and the wastewater/septic system limit other options. She said the addition location would place new construction roughly 16 feet from the property line, creating a need for a 4–5 foot setback waiver.
Board Chair Tim Waker reviewed the five waiver criteria in the Manchester Land Use and Development Ordinance and asked whether the applicant had contacted the abutting property owner; Bash said she had tried several times to reach the neighbor but received no response and noted that neighbors were notified by the town as required. After questions from the board, John Watanabe moved to close the agenda item; Mary Shoener seconded and the motion carried 3-0.
