The manager noted the site is zoned rural reserve and would require a zone change to proceed; the assembly's vote (6–1) authorizes staff to negotiate a lease at less-than-fair-market value and to continue seeking grant funding and other partners.
Assembly members who supported the motion emphasized urgency in addressing local housing and recovery needs; the mayor voted no, citing concerns about last-minute timing and site suitability near industrial activity.
