Staff proposes yield control at 24 intersections citywide after counts and neighborhood requests

Councilmembers asked how staff decide between yield and stop control; staff said volume thresholds, intersection geometry, whether a route is a safe route to school, and maintenance considerations all factor into the decision. Ness said some clusters resulted from neighborhood‑level concerns around Manns Elementary and neighborhood associations.
No residents spoke in council chambers during the discussion and staff will include the 24 locations in the ordinance scheduling packet for council action.
