Staff recommends all‑way stop at Fillmore and Nimitz near Manns Elementary after traffic study

City engineering staff told the council that traffic counts and field reviews warrant converting the Fillmore/Nimitz intersection from a two‑way stop to an all‑way stop. The study was performed by the regional planning commission and included school‑year traffic counts that met the city’s thresholds for an all‑way stop.
“At this specific location at Fillmore Avenue and Nimitz Street, we did traffic count during the school year this past year and the volumes at this location did warrant an all way stop control intersection,” Director Ness said, noting the site is near Manns Elementary. Staff added there is not a crash history at the location but that the volume and proximity to the school support the change. Staff offered to re-run counts during non‑school months if council prefers additional data before acting.
No neighborhood speakers signed up to oppose the recommendation at the meeting; staff closed the item and moved on to related yield‑control proposals.
