DPD presented a planned development request to allow a manufactured‑home park at 3723 Thomas Street in Commission District 1; staff and the applicant answered multiple questions about community outreach, flood mitigation and financing.
Chloe Christian of DPD said the property is split zoned and that manufactured homes are allowed in the underlying districts but manufactured‑home parks require PD approval. "We did mail out 109 public notices for this case," Christian told the committee. Applicant representative Josh Whitehead said the developer held a neighborhood meeting with four attendees, described mitigation steps after a catastrophic 2011 flood event and said the project will include raising site elevation and building a detention pond. "We plan on raising the land... and we are building another detention, a detention pond to collect the water," Whitehead said.
Whitehead said homes would be single‑family manufactured units on individual lots, offered for sale as a hybrid land‑lease model; prices were estimated between $150,000 and $190,000 and lot/management fees were estimated in the $1,100–$1,500 monthly range. Commissioners moved the item to be sent down without recommendation to allow additional material (including requested fee breakdowns) to be provided on Monday.
