Council approves Fall Festival permits, beer‑garden use agreements and temporary Class B license

The Eau Claire City Council unanimously approved a package of permits and agreements enabling the Eau Claire Fall Festival on Sept. 13, 2025, including a special‑event permit, a temporary Class B fermented malt beverage license for the event president, and two use agreements permitting alcohol consumption in the right of way for enclosed beer‑garden areas.

City attorney Herbison and staff described the event as a repeat downtown festival expected to draw about 10,000 attendees and outlined operational controls for the beer gardens: enclosed areas, monitored beverage service, emergency exits and plans for service and monitoring. Herbison explained that the Class B component and use agreements had been considered by staff committees and that the agreements specify the portions of Gibson Street and Grand Avenue to be used for a performing‑arts stage and beer‑garden service. “These kinds of beer garden spaces are consistent with past practices in the city,” Herbison said, adding staff had coordinated licensing expectations and safety measures with organizers.

Council members asked staff to confirm property‑owner consent for use of the 4 Corners lot; Herbison said the written agreement includes owner consent language for 306 South Barstow Street, LLC (or related affiliates), and that if service on that premise were not allowed the performance space could proceed without alcohol service. The council moved and voted on the related items in sequence; each passed on roll call with unanimous support.
