Board backs ordinance to allow limited signs in unimproved rights-of-way

The Planning & Zoning Board on Aug. 6 voted unanimously to recommend Ordinance 2025-08, a narrowly focused amendment to Chapter 23 that regularizes certain signs in city rights of way. Staff said the amendment would allow the city manager to authorize city signs such as light-pole banners and would allow the City Commission to authorize non-city signs in unimproved rights of way — including alleys — subject to a revocable use permit.
Staff gave examples of acceptable non-city signage, such as neighborhood "welcome" signs on unimproved strips of city right of way that are not currently used for travel. "The unimproved rights of way including alleys, there is at least one specific case where we have an unimproved non used alley that's literally grass," staff said, noting the change is intended to avoid losing available space or creating conflicts with improved rights of way. The board moved, seconded and voted in favor of recommending the text amendment to the City Commission.
