Historic board recommends summer LDR amendments to City Commission

The Historic Resources Preservation Board voted to recommend that the City Commission adopt a set of Land Development Regulation (LDR) text amendments — informally described by staff as the "summer round of LDR amendments" — that make clarifying changes to definitions and certain review triggers.
Planning staff said the package updates the shed definition to reinforce that all sheds must meet existing setbacks and placement rules and clarified when site-plan review is required. "This is what we are informally calling our summer round of LDR amendments," staff said as they outlined the sections proposed for modification. Members asked whether the draft should include a new accelerated permit program; staff replied that an accelerated program would require broader interdepartmental and legal work and could not be shoehorned into the housekeeping ordinance.
Board members also discussed special setbacks that apply to deep waterfront parcels along South Lakeside Drive and whether the amendments would create unwanted precedent. Staff noted the language is limited to parcels that already have a special 50-foot front setback; the amendment would allow, in narrowly defined circumstances, a one-story accessory structure set back at least 75 feet from the street to reduce visual impacts while enabling limited functional uses such as a pool house or garage. "As the revised language is written…this is limited to certain properties," staff said during the discussion.
After public comment and debate, a board member moved to recommend the City Commission adopt the proposed LDR text amendments (ordinance 2025-04); the motion received a second and the chair announced the motion "passes 10-1." The board's recommendation will move the ordinance to the City Commission for final action.
