Neighbors from Darmel/Dublin/Devlin areas expressed concerns about new through‑streets, notification gaps, stormwater impacts, and the potential loss of mature trees. Jerry Wagner and others asked for additional due diligence on stormwater and tree root impacts; the applicant’s engineer explained proposed ponds, infiltration areas and connection to the Dorit storm sewer. Commissioner Zweig proposed removing Lots 25 and 26 from the build area and making them an outlot to increase open space; that amendment passed 6‑1 and was added to the main motion. The amended rezoning/preliminary plat then passed 7‑0 with an added friendly amendment to provide guidance on protecting existing trees during grading.
Next steps: staff noted the preliminary plat will return for final engineering conditions and that future phases requiring road connections will require separate approvals and public notice.
