Staff advised that the proposal triggers CUP review because the combined accessory square footage exceeds zoning limits and the site contains steep‑slope no‑build areas; staff recommended any approval be contingent on the structures remaining west of the no‑build line and obtaining building permits. Commissioners debated the CUP provision that requires uses to not “substantially impair or diminish” values and enjoyment of neighboring property. On the roll call, the motion failed with one affirmative and six opposed, effectively denying the CUP (1‑6). Commissioner Zweig described multiple “red flags” and said the proposal resembled a compound rather than an accessory garage, and several commissioners cited neighbors’ testimony in their opposition.
