Council counsel Ms. Wellens said ZTA 26‑01 had a public hearing on Feb. 24 with approximately 24 speakers and more than 200 written submissions available online. She summarized common testimony themes and said a forthcoming Office of Legislative Oversight report expected in the fall will address equity and policy best practices.
Sponsors and staff said they will use the OLO report and the state study to refine standards and operational details before full Council action. Staff also directed committee members to page 8–11 of the staff report for the proposed global amendment, definition, use table, and transition clause.
