The Montgomery County Planning, Housing & Parks Committee voted in committee 3‑0 on July 22 to advance a staff‑recommended global amendment to Zoning Text Amendment 26‑01 that defines large data centers and precludes their use countywide pending further study. Chair Fritzen recorded the committee approval of both the global amendment and the transition language by voice/hand vote ("That's 3 to nothing").
Council counsel Ms. Wellens told the committee the sponsors asked for an amendment that would "essentially maintain the status quo while the Council is taking the time to further study all of the relevant issues," including companion legislation and forthcoming oversight reports. The vote covered the global overriding amendment and a recommended transition clause that would apply the prohibition to any application that has not received a building permit from the Department of Permitting Services before the ZTA's effective date.
