Councilors and members of the public raised multiple concerns about water billing and meter problems that have interrupted regular billing since May. Town staff reported that most radio-read meters remain functional but some meters require manual reads; as a result, the town plans to issue a double bill to cover usage from both months and is aiming to resume winter billing in the coming weeks.
Town Manager Stan Foster acknowledged the problem and emphasized the need to resolve billing issues swiftly: "The Town cannot tolerate any more late billings any more than you can for your budget," he said. Councilors discussed conservative budgeting given uncertainty in fee income and noted ongoing negotiations over the water-meter agreement and building delays that have complicated communications with customers.
