HARP backs vinyl window replacements at 1027 West Main, cites HUD lead-paint practices

Committee member (speaker 1) moved that the panel recommend the certificate with the condition that exterior trim and sills be scraped, repaired, and painted or otherwise treated in accordance with HUD standards; the motion was seconded and carried. Members confirmed that the window openings and dimensions would not change.
The panel noted language and communication challenges between the applicant's family and staff during the application process and that the applicant's daughter had handled grant paperwork. The recommendation will be forwarded to municipal council for final approval.
