Norristown's council approved two public-safety items on July 21: conditional hiring of five entry-level police officers (Resolution 26-55) and a procurement to purchase ballistic helmets (Resolution 26-56) to outfit current officers.
Police leadership described a multi-step recruitment, testing and background-investigation process that produced a final list of eligible candidates; "these folks have been through a vigorous testing process" the chief said, and the conditional offers will bring staffing from the mid-50s closer to the budgeted strength of 69 officers once all hires and trainees are onboarded. Council approved the conditional hiring resolution by voice/roll call.
The department also requested approval to purchase ballistic helmets (quote shown in the packet as approximately $63,300) for head protection in active-shooter or similar high-risk incidents. The chief said the helmets provide ballistic protection comparable to vests and carry a 10-year ballistic rating; the purchase will be phased and the department expects current inventory plus the order to cover active officers. Council approved the procurement after questions about intended use, shields and cameras were addressed. "This is an investment in their safety," the chief said.
Next steps: conditional offers will be finalized and onboarding will proceed for the five candidates; procurement will be phased into inventory rotations and the department will manage replacement over time.
