Board votes to proceed with RCCP grant closeout for UDO Module 1; town to continue resilience work

Michelle Eitner presented staff recommendations about closing out the Resilient Coastal Communities Program (RCCP) grant that supported UDO Module 1. She explained the RCCP grant contract (executed November 2024) funded more than half of Module 1's work as part of a larger five‑module UDO consultant contract totaling $454,375. "The RCCP grant supported the first module of the UDO update," Eitner said, and noted that Division of Coastal Management guidance allows closeout of the grant without formal ordinance adoption because of statutory issues; staff reported approximately $13,362 remained to be received upon closeout.
Commissioners thanked staff for the work and discussed timing and whether to wait; several members supported proceeding with closeout while continuing resilience work in other UDO sections. Commissioner Spiegler moved to proceed with closeout of the RCCP grant for the UDO; the motion was seconded and carried by voice vote. Staff emphasized that closing the grant does not approve or adopt the draft ordinance language and that resilience measures will continue to appear in other UDO sections and related ordinances (subdivision, flood damage prevention) as the broader project advances.
