Civil engineer Rick Stratton presented the tentative PRD plan and a set of waiver requests to the board on July 27. Among the waivers are relief from a draft ordinance provision that would limit any single dwelling type to 60% of units, requested reductions in private-road right-of-way widths, and less-than-required intersection spacing.
Stratton said the plan’s current density is 2.01 dwelling units per gross tract acre and that the submitted layout shows 492 units, a decline from earlier higher counts. "The rendering depicts 75.45% single family detached dwellings," he testified, explaining that prior reductions in attached-unit counts had the counterintuitive effect of increasing the detached-unit share and therefore triggered a waiver request. Counsel and staff discussed options: grant a waiver, revise the ordinance, or condition approval on capped densities.The applicant said the PRD flexibility is a standard part of the ordinance and that the board could grant waivers if it chose. Supervisors and staff requested a consolidated, up-to-date list of waiver requests and asked the applicant to provide explicit conditions (if approved) tying density and waivers to final plan recording and triggers.
