The OWEB board approved a package of amendments July 28 to its drinking water source protection grants, reallocating underspent lottery‑revenue bond funds among grantees and approving short extensions so fee‑simple acquisitions can close.
Audrey Squires and Renee Davis explained staff proposals to reassign roughly $500,000 that became available when a Reedsport appraisal returned below the estimated purchase price and a parcel was partitioned out. The board moved to transfer portions of that balance to make the City of The Dalles whole (an additional $146,187) and to reduce the Rockaway Beach award’s debt burden by $342,813. The board also approved a scope change for Nesco Regional Water District to drop a parcel not yet ready for sale and, instead, acquire three nearby parcels that staff said offer better riparian protection immediately above the district’s intake.
Dale McCabe, public works director for the City of The Dalles, said the additional funds would help finalize the city’s match for a Forest Legacy award and support closing the purchase. The board approved the staff recommendations by roll calls that recorded unanimous support.
