Councilmembers and members of the public raised several points. One councilor said decriminalizing marijuana should not be included; a resident and another councilor voiced opposition. Resident Joel McGregor said he opposed decriminalization and questioned enforcement priorities: "I'm with Roger on the marijuana thing...I'm a little concerned...You need to be real careful who can lock somebody up," McGregor said regarding EMS detention concerns. The police chief explained current detention law and said training could allow paramedics to complete emergency detention in appropriate cases, potentially reducing steps to get a person help. The council agreed to track suggested priorities and return with a draft resolution on Aug. 22.
