Drew said these measures are proportional-share arrangements and that commercial flows will represent a small share of total capacity — he noted commercial flows are expected to be about 4% of the plant's projected flows — while emphasizing that the town will only pay actual contractor charges. Council members asked about funding sources and timing; staff said some costs are covered by impact fees or negotiated through development agreements and that projects will be bid and reviewed by the municipal management district and the town engineer. Each item was moved, seconded and approved unanimously 7-0.
The approvals authorize staff to proceed with design, bidding and contract execution under the terms discussed; specific contract values will be determined through the procurement process.
