Northlake budget update: town negotiates health-insurance changes aimed at no increase for employees

Drew (town staff) told the council negotiations with the town's health-care consultant and insurers reduced a proposed increase and that the administration expects to avoid raising employee costs this year. "Our health care consultant believes we can get to a no increase, 0% increase," he said, and described plan changes including increasing the base deductible from $2,000 to $3,000 and adding a very-high-deductible HSA option plus a $1,000 hospital/outpatient bridge plan.
Drew said the changes were designed so that employees would not experience an out-of-pocket increase and that the town expects a modest improvement in fund reserves. He said a revised proposed budget will be brought back to council on Sept. 12. Council members praised staff for the work and asked follow-up questions about competitiveness and plan design. The report was informational and council did not take immediate budget action.
