Staff presented the town's proposed budget and recommended maintaining Northlake's voter-approved tax rate of 29.5¢ for the coming fiscal year. The presenter told council that the county ran rate calculations and the town’s proposal reflects a split between the maintenance-and-operations portion and the interest-and-sinking (debt) portion that together produce the 0.295 rate. "Council we're recommending that council adopt at the 29.5¢, maintain what Northlake has always had," the staff member said.
The presentation outlined major capital investments intended to diversify the tax base, including a $45,000,000 Stars Sports Center and roughly $21,200,000 in Chadwick-area public infrastructure, and said those projects would be funded with a mix of general obligation bonds, certificates of obligation and revenue bonds for the hotel/conference center. Staff also proposed a 3% cost-of-living adjustment (about $170,000) and eight additional staff positions across funds (totaling about $840,000), including police officers, a detective, a stormwater inspector (state-mandated), maintenance and meter technicians, and administration positions. Council members praised the concise presentation and, following discussion and a separate motion later in the meeting, unanimously set the proposed tax rate at 29.5¢ for the public hearing and adoption process.
