Officials outline $90 million TIF and say state aid will 'make whole' school general fund during TIF period

Speakers emphasized that the TIF structure is intended to catalyze the project and that many of the tax revenues are not immediately available to taxing jurisdictions until the TIF expires; residents challenged the 20‑year term and asked whether the district would receive capital outlay and special‑ed funding during the TIF. Officials said statutory formulas and state aid address some of those questions but that the capital and special‑education budget calculations differ and would not automatically increase until after TIF dissolution.
