As staff walked commissioners through draft Article 6, they gave examples of use consolidation and clarified that most items are renaming or formatting changes rather than permission changes. "One of the changes that we made here that you'll see is a consistency of intensity differentiation, where something that is less intense is a minor version and something that is more intense is a major version," staff said, citing home occupations and renewable energy systems as examples.
Commissioners raised several specific concerns. One asked whether crematoriums should be removed from the rural-area district or remain permitted as accessory uses to cemeteries; staff replied that crematoriums would remain an accessory use where a cemetery is permitted. Another commissioner highlighted that gun clubs and shooting ranges currently appear by reference in supplemental regulations and will now be explicit in the tables as special-use permit items in some residential districts; staff confirmed this is a clarity move, not a new permission.
On localized uses, commissioners discussed whether Monticello-specific uses (e.g., Monticello Scholar Residences) could be consolidated into broader agricultural or seasonal-housing categories; staff noted that some Monticello permissions are unique and do not meet typical density rules, so they remain carved out for now. Commissioners recommended staff add a legend for zoning abbreviations and short explanatory notes for any catchall items such as "special lots." Staff agreed those editorial changes would improve usability and said substantive permission decisions would be taken in Phase 3.
