EDA explores concept for a county fill-receiving site to create pad-ready development land

A board member (Director Cox’s idea) proposed identifying one county site to receive clean, engineered fill and incrementally build pad-ready land for future development. Staff said the model could reduce hauling costs and carbon emissions associated with moving fill to distant acceptance sites and suggested the county could eventually market a completed pad for development.

Board members noted permitting complexity and the need for proctoring/engineering requirements to ensure materials are appropriate for long-term development. "Clean fill means something in the regulations," a staff member said, noting the authority would have to develop operational and regulatory protocols. Staff suggested further site characterization work, potential consultant support and careful sequencing before any implementation.

Members discussed possible pilot models used by other jurisdictions and agreed site identification and characterization would be a staff-led next step if the EDA wants to pursue the idea further.
