EDA staff presented an early FY27 financial outlook and a simplified five-year projection intended to help the authority judge future programming capacity.
Staff noted the projection includes bond revenues, estimated tax rebates and interest on accrued EDA funds but excludes pass-through agreements that are reimbursed (these are not counted in the EDA fund totals). Several entries remain placeholders—particularly administrative costs and interest accrual estimates—because the final figures will be known closer to reporting deadlines.
The staff presentation framed the outlook as a planning tool rather than a frequent reporting item: "this is supposed to be a 5 year look...it won't be updated super often because this is supposed to be a 5 year look," a staff speaker said. Board members asked clarifying questions about committed funds (for example, prior commitments for road projects) and how reimbursed agreements are accounted for; staff confirmed those pass-through items are not included in the projection totals.
