The council approved an amendment to the Pecan Square planned development to create an institutional subdistrict that would permit a place of worship and daycare on the lot owned by Northlake Bible Church.
Nathan (staff) walked the council through the amendment's elements: a 150-foot setback from adjacent streets, 75-foot side/rear setbacks, a 40-foot maximum height unless a specific-use permit is approved, and additional landscaping and lighting limits designed to treat all boundaries as adjacent to residential uses. Pastor Dusty Burrows and the church's design team presented renderings and a site layout; Pastor Burrows said the church would hire off-duty police for Sunday traffic control and that the traffic-impact study addresses initial counts. "We will continue to hire police officers every Sunday just to be on-site," Pastor Burrows said.
Council members supporting the amendment cited the compatibility provisions and buffer zones; opponents expressed traffic-safety concerns and said the town was not approached prior to the purchase. The motion to approve the amendment passed 4–3; staff said the zoning change will proceed through the Planning & Zoning Commission for the formal process and the applicant will return with site plans and any specific-use permits required.
