Council approves 12‑month deferral for Magnolia Fields Phase 2; water‑loop tied to modeling

Developers of Magnolia Fields asked the council to defer frontage and certain storm‑drain improvements where master‑plan connections and elevation tie‑ins remain unresolved. Tim Watson of Watson Engineering said the deferral would avoid reworking recently completed roadway and storm infrastructure: "If the deferral is not accepted tonight, 75 to 80-plus percent chance that sections of 3900 West will have to be ripped out and reinstalled when the connections are all figured out," he said.
City staff, led by City Engineer Kent Fugal, pushed back that the city's ordinance requires frontage improvements be completed with each phase and warned that leaving the work undone could complicate intersection and roadway profiles. The council compromised: it approved the deferral but shortened the term to 12 months and removed the automatic water‑loop requirement, directing staff to require the loop only if hydraulic modeling demonstrates it is necessary to meet the department's fire‑flow and pressure standards. The motion passed with Councilmember Phil E. Schmidt recorded as a nay during the vote.
