The Montgomery Board of Listers met in special session on June 27, 2025, and approved the minutes of its June 4 meeting before hearing two grievance appeals related to the 2025 Grandlist. James Walsh moved to approve the June 4 minutes; Kenny Miller seconded and the motion carried.
The board voted on two taxpayer appeals. First, it approved removing the valuation for a recessed, spring-fed pond on a parcel on Hill West Rd (Parcel ID 00012.029X), reducing that parcel's assessed value by $5,000 from $408,800 to $403,800. Later, following a site inspection at 174 Comstock Bridge Rd (Parcel ID 00042.017X), the board reduced the house structure to a salvage valuation (65% of replacement cost with an additional 10% economic depreciation), which set the replacement cost new less depreciation at $27,400 and lowered the total assessment from $74,000 to $63,000.
Assessor Kevin Grassi entered both approved changes into the town's CAMA system and the assessor clerk, Elizabeth Reighley, reprinted updated pages for inclusion in the Final Grandlist. The board directed that written decisions (Change of Appraisal — Result of Grievance letters) be printed and mailed; the decisions must be sent by certified mail no later than July 9, 2025. Taxpayers have 14 days from mailing under 32 V.S.A. § 4224 to appeal the listers' decision to the Board of Civil Authority, with the appeal deadline in these cases falling on July 11, 2025.
