At the meeting the council approved a series of rezoning requests to align newly annexed properties with previously negotiated development agreements.
Item D (Ironhead Development) was rezoned from agricultural to an industrial planned development to match a development agreement; the only modification requested was a reduced landscape buffer on Harmonson Road (20 feet instead of the typical 30 feet) due to roadway geometry and utilities. Planning & Zoning had held a public hearing and recommended approval; after a brief public hearing the council approved the change unanimously.
Item E (Hawthorne Estates) moved a formerly ETJ parcel into town zoning as a planned development allowing 0.9-acre lots for a 26-lot subdivision on roughly 34 acres, adjusted to account for drainage and utility easements. The proposal had been reviewed by Planning & Zoning (no speakers) and the council approved it after a public hearing.
Item F rezoned another annexed tract to a commercial planned development with tract-specific permitted uses: general retail/restaurant/car wash/fueling on Tract 1, broader commercial and limited self-storage and fireworks sales (with restrictions) on Tract 2, and self-storage/outdoor storage uses on Tract 3. The package included setback and landscape adjustments and a provision allowing a town entry monument and an existing digital billboard location; Planning & Zoning recommended approval and the council approved following the public hearing.
All three rezoning items were presented by planning staff, who said each was intended to align with existing development agreements and to make the land developable while protecting required public infrastructure such as drainage and utility corridors.
