Carter proposed two remedies: (1) consolidate staff comments so engineers receive a single comprehensive set to address in one submittal, or (2) require town and developer staff to meet in‑office until outstanding items are resolved, with Carter offering to pay a fee and make a charitable donation to incentivize the process. The mayor declined to address the matter on the floor because it was not an agenda item but said staff would meet with Carter after the meeting to follow up.
